FWIW:
If you are going to be working with a relatively small number of records (<200,000), I suggest Access 97. Its query builder is very easy to use and, if done right, can be fast.
For medium size databases (100,000 - 10 million records), you could use Visual Foxpro as your database engine via ODBC.
You will find that, while ODBC is easy to use, pass-through queries will be much faster when working with client/server apps. These will include Oracle, SQL-Server, Sybase, etc.
