>From this I would assume that in prvious versions of VFP (eg 5 & 6) I would have had to use the SET SKIP command??
Multiple detail bands did not exist in versions prior to VFP 9 so you can't compare the two situations.
>> The first report, however, that prints the line detail has a problem. I have 3 groups on it. THe first is the bill header. The second is the suppliercode and the third is the clientname. Then the detail line has the testcode, description, quantity price and extension.

If I put the suppliercode and clientname in the detail band and remove group2 and group3 then all the bills print along with all the properly related tests. I had noticed this behaviour before which is why I did not use the Target Alias.
I'm not exactly sure I understand the setup of this report .. but I think what you are saying is this report only has one detail band and a bunch of data groups. If that is the case, leave the Target alias blank.
The Target Alias is meant to be used when you have multiple detail bands. It's a way to assign which cursor drives which detail band. When there is only one detail band, there is no need to fill in the Target alias.
