AFAIK NZ was the 1st country with a "welfare state" and social security, even before GB. I know that now the weldfare state has been paired down somewhat, but in what way may it "fall from grace" (Jeez you could all live off Lord of the Rings for a few decades without anyone working, I'd have thought :-)
