If running your app with just the runtime installed instead of the full development version, you also need the ReportOutput.App (or your own version of it) installed and you must set the _REPORTOUTPUT system var to point to it.

The full development version of VFP9 installs the ReportOutput.App, but even then you still need to set the system var if you try to run your app under the runtime outside of the full VFP9 environment, even on the same computer.
