I don't think that's quite accurate, Dmitry.
Illegals work for 1/10 (or less) the average wage and in large part that's because it's the only work they can get (no papers, no training, etc).
I agree that those you talk of above would do work as good or better, but I don't think they could survive on 1/10 the wage living LEGALLY.
Here we have the extremely unfortunate situation that many trained/skilled engineers/doctors/educators/etc have arrived legally after being told their skills were needed, only to learn that they are not. So they drive taxis, wait tables, do landscaping, etc to feed their families. But not at 1/10 the wage of their counterparts.
Sure, such people would surely take less as a wage to do my job than I am being paid. So I would/could be in jeopardy. But I'd also think that such a person could end up working beside me, with me, and I would welcome that.
I have worked with 2 people "fresh off the boat" in the past and it was a pleasure in both cases.
