Well you are highly mistaken.
Number one, there is no such thing as 100.000 phds willing to relocate
and number two, countries you mentioned (especially your Russia) got their
own growt/development going, so it is not everybody making peanuts there
as you probably think. India is also on upswing (taking IT gigs globaly)

High calibre software profesionals on the other side, never had problem reaching desirable destinations, and they are always on demand.
Few years back Europe (Germany I think) introduced special Green Card program for HiTech people in order to cover huge demand. But this did not move 100.000 Russian/Indian/Other countries Phds there right away.

Few countries in Europe (Ireland and Sweden I think) open borders for free labour movement (all professions) to newly joined countries (Poland,Baltics etc) and nothing happened. There was absolutely no flood of foreign workers taking local jobs away as predicted by unions scaremongers. Migration exist but it is low. Here in Cyprus labourers are still dificult to find.
There are some Polish/Baltic people comming to work in hospitality sector, but demand for labour is much higher. Now even more EU countries are planning to do the same.

Now if you think that Tamar wld be endangered with her VFP skills, then we all better forget it all about & and move into something else.
I like cooking, but it wld not earn me leaving :))
