I'm watching it with curiosity. I think the current bill (the version where it criminalizes it and imposes harsh penalties) is designed to fail, but to create an illusion of an honest attempt. Then the real bill would be introduced... which would somehow be more than what it is now, but would still leave enough loopholes to satisfy businesses.

I somehow can't see INS or any institution here doing anything that'd cover 11 million people. There's no money or logistics for that. I figure they'd offer some sort of legalization, which would have these people come up and pay whatever it takes - so no need to hunt them down, just make them voluntarily cough up the dough, and give them some papers which would enable them to put their money into banks, get into credit card debt, and be good citizens in general.
