Remember that you need to keep Visual Studio and .Net separated. There are many IDEs that can be used to develop .Net applications. Visual Studio is just one of them. They all use the same .Net framework. So, the specific question to your answer is that, yes VS was written using VS, since that's the IDE that Microsoft uses.

I heard from someone at Microsoft (I don't remember who exactly) that the IDE was written in C++ unmanaged code.

Most of the .Net framework was written in C#, with parts of it written in VB, but in the end, that doesn't really matter at they both compile to the same IL and use the same runtime.
