I am using a tool called DynamicPDF by ceTe Software that I am pretty happy with. It seems like you have decided to go with Crystal Reports, and if you are already comfortable with it, you may not need further recommendations, but I only have a few complaints regarding DynamicPDF. Their object model more closely reflects the structure of the PDF and is more like desktop publishing than CR. I have only dabbled in CR and didn't like it, so we evaluated other products.

In DynamicPDF, you have an assortment of page elements that you can create and place on a page. My only complaint is that they have an element type that they call an HtmlTextArea that isn't really HTML; it is just some text mark-up tags, most of which are taken from early HTML standards. They have told me that in their next release, they will have support for full HTML interpretation and rendering, which I am looking forward to.

DynamicPDF is a good tool if you want to programmatically create PDFs with as much flexibility as a "pretty good" desktop publishing app provides, i.e., as good as Microsoft Publisher or a novice's use of Adobe PageMaker, but not the full-on control that you would get from QuarkXPress, TeX, or raw PostScript.
