In this case, I think it runs in the families of both sides of the crime business - not only the cops, but also the criminals often take their side as a family business, spanning multiple generations.

BTW, found recently on NewsOfTheWeird that retiring Yakuza members had to produce tatoos and missing fingers to get some retirement from the state, because their industry is notorious for sloppy paperwork.
