Also, as in all of the similar tables (classlibs, forms) these timestamps are compared with the timestamp of the record of the file in project manager, as an indicator whether the file needs to be recompiled - was it changed since the last build or not. If there's at least one record that's newer than the timestamp in the pjx, then recompile.
