MCE is Windows Media Center Edition, which does the recording. The 360 connects to MCE machines and streams the video to my TV. I think there was a add-on product for original xbox to do the same but it is built in to the 360.

I think you are correct that Halo3 will be 360 only. If sony does get there console out soon I would not be surprised to see Halo3 launch around the same time PS3 is released.
