Just FYI, I get a similar situation when using SKYPE in a conference call and a 4th caller is added. And this only with their latest version. Prior versions do not do this (I fell back to an older one).
SKYPE is not a full-screen application, so that makes it not as bad.

My video card is an ATI Radeon 9600, in case that helps.

UPDATE: Reading NeilM's reply reinded me of another situation years ago where a monitor's image was consistently unstable. It was found that something interfered with its operation where it was located, and moving it a few feet away fixed the problem.
