Remember that you have to pay per message, so you need to sign a contract with a local SMS provider who can accept emails. Many SMS providers can accept emails in some standard format, and convert the messages to SMS, but you need a contract so they can charge you. One of my companies has a similar contract with a norwegian SMS provider. We let our customers send emails to us, we convert the messages and pass them to our provider, given that the senders have contracts with us. We are charged by our provider, and we charge our customers a little bit more.
