Not going to happen while the current bunch is in the white house. i don't know if it's coming directly from bush, or who is leading this, but there is obviously very little desire to work on any kind of world consensus in any type of manner.

Just to give you an example of what we're dealing with, a quote written about in an article on the status with iran, bush was quoted as saying he want's to do something about iran before his presidency is over because he feels he's the only one qualified to do it. And he doesn't trust future presidents to handle the situation correctly.
