That sounds like an ASSUMPTION.
What if - here comes conjecture - a member of any commission is expected to serve as a model for all others?
That would result in either Iran straightening up its act OR expulsion from the commission.

Reminds me of a headline years ago here that had the whole country in an uproar. It read: 'Woman fired for being pregnant'. It later came to light that her job involved use of chemicals known to be very dangerous to a fetus and when offered an alternate job at modestly less pay for the duration of her pregnancy she refused it and so had to be let go.
