That is certainly possible and every country has planted false rumours for political reasons which later turned out to be untrue. In this case, if he did indeed fool everyone then his sons in law lost their lives because of those lies. It is impossible at this point in time to determine what really is the truth and regardless of what the truth is, 50% of the world would not believe it were it revealed.
