The user's options change with each selection they make so the app requeries the database to present the user's next options based on the user's last selection.

One thing to consider is do you really need a true Web application, or do you just want certain users to be able to use your app "online"? If the latter, you could consider something like Microsoft Terminal Services or Citrix. Both have clients that can be hosted in a browser, and you don't have to re-write your app at all.
