For low-cost dynamic IP hosting, many ISPs specifically block ports for SMTP, POP3, Web and FTP so users can't set up servers. Your service agreement may also prevent you from setting up servers. If this is the case there's not much you can do. You'll need to check this before trying things such as dynamic DNS services.
If you do decide to set up a server, be prepared to put some serious effort into securing it (firewalls etc.) and keeping it up-to-date. Just to give you an idea, I have a client that's monitoring their external firewall. Lately, their external IP is being probed/attacked about 250 times per day. This is probably pretty normal for broadband connections in North America; YMMV.
