It's legal because in America, you have the right to freely state political opinions. If only opinions we liked were permitted, that right would't be worth much.

I find this poster abhorrent and don't begin to understand those who think this way. But I support their right to say it.

As for racism in America, folks like these are extremists and a small group. I think most of the racism here is far more subtle, like the bit early in Crash (which I just saw a couple of weeks ago) about feeling uncomfortable when young, black men are walking toward you. It also varies both regionally and even within a region.
