First, it's actually SYS(3092)--my mistake.

It lets you save SYS(3054) output to a file. This makes it much easier to test a whole application. In 7 and 8, you can save SYS(3054) output to a variable, but it's reset at each query, so it's really hard to find the query that's a bottleneck in a program with a series of queries without actually changing the code. With SYS(3092), you can turn on SYS(3054) and run a whole app if you want and see all the optimization results.
