Governments make feel people they rules the country... It's a democracy ballon... :) It that time ottomans didn't have democracy. Some turk pashas might ordered soldiers, so they did make orders.

I support my country too, but I don't support my goverment. If my government do bad things that can't make bad things to good things. Sample if my government decisied to enter Iraq I would be protest that.
