What is wrong with the setting now? If calling your exe like

your.exe -Cconfig.fpw,

it should set the DEFAULT path to C:\VACMAN3\DATA\, and PATH to C:\VACMAN3\ (though I would expect that exe file is located in C:\VACMAN3\, not in ..\DATA ).
