I think if you listened harder, you'd here them talk about "historically black colleges." Those are schools that were started to give black students a place to study when they weren't being allowed into most of the other schools. Many of today's black leaders went to those schools (places like Howard and Morehouse and Spelman). Not surprisingly, the black community still has very warm feelings for them, and the student bodies are still primarily black, though anyone can apply.

I don't think this is any different than the fact that something like 60% of the students at Brandeis, which was founded by the Jewish community because of quotas on Jews in most colleges, are Jewish. Anyone can apply, but more Jews tend to.
