Two observations:
1) What Delay pushed though was nothing more than what the Democrats did for years in Texas. Gerrymandering is has a long history in Texas.

2) Houston had a black mayor for several terms - Lee P. Brown, a former police chief and croney of Clinton. Despite a great deal of opposition from several groups, some disasterous policy decisions, and a lot of financial shenanigans, he was elected to three terms (the max). One reason is that many of the suburbs - mine included - are technically "unincorporated" areas of Houston. My address says "Houston TX" but I have no say voice when it comes to Houston government. (The nearby commercial district is, of course, incorporated, as it puts a great deal of money into the city coffers.)

Never mind that the policies that the City of Houston puts in place affect me and my wallet - I can do nothing to change it.
