This has changed in 2.0. The process of embedding a file in the project is totally different. I finallay found it late yesterday afternoon. Basically, we need to add each resources in App_GlobalResources. Then, we need to add a resource object in the project. Then, in that object, we need to insert the required resource file. But, this process does not seem to be totally supported for a ASP.NET application.
