There was an article in the New Yorker several weeks ago that explains the disconnect between forces in the field and Rumsfeld. A technical analysis, no politics. I think this has a lot to do with the ex-generals complaints:

They refused to acknowledge the need for diplomacy. Reagan and Bush sr. tempered their views. While bush jr. has embraced them.
