There was an article in the New Yorker several weeks ago that explains the disconnect between forces in the field and Rumsfeld. A technical analysis, no politics. I think this has a lot to do with the ex-generals complaints:

This falls in line with the discussion I heard from someone who was working in the white house when the neocons were starting their political careers. They refused to acknowledge the need for diplomacy. Reagan and Bush sr. tempered their views. While bush jr. has embraced them.
