I'm not sure GDI+ does GIF's, but I know it will allow you to resize BMP's, JPG's, and I think PNG's. Craig Boyd had a FoxTalk series on GDI+, and there have been threads here on the UT that had helpful code. Calvin Hsai's blog also had something on GDI+.
