You may try to call the GetSystemMenu API function using a form's HWND. And then call AppendMenu to add your own item.

If it works, the next issue is how to get notified when a user-defined menu item is clicked on.

I just tried GetSystemMenu and InsertMenuItem -- it worked, a new item appeared on the system menu of the form.
