Are the FRX files built into an APP? This should be the only time that PrepareFRXCopy is used.
If they are built in, are they in a particular subdir of the app/pjx structure?
If they are *not* built in, then I definitely need more details.
Are they both built-in *and* appear on disk as independent files?

(Incidently, this particular functionality has changed for Sedna, but not because of any bugs of which I am aware. In fact, the PrepareFRXCopy stuff got changed because it will be used *more* than before, because of the changes to the .LoadReport() method.)

This should have *nothing* to do with memo fields. I suppose there is some chance that "expanding" (aka varchar?) fields are handled incorrectly but that's not likely either. It is much more likely to be something to do with the way the frxs are built in.
