Then it time to work on the machine: first stuff another 256MB into it to even the odds.
Replace the CPU just for a test if you can.
Verify [U]DMA access to the disk. Measure basic IDE performance.
Check the free space size and defrag situation of the temp file location - if the basic layout of the system disk is too small, every cursor / temp file has to actively fight for space, unless you point tmpfiles to another disk/partition.
If the poor machine has a shared memory graphics card, try with a dedicated memory graphics card if you can disable the built-in, since there might be race conditions accessing memory.
Otherwise it is probably the chip set - get the latest drivers.

After that get ready to tar and feather the people responsible for buying those cripples without a real test<bg>.
