We've developed a number of tools using SVG that are independent of the backend. You are limited in what's available since the tools out there are looking for multidimensional data from cubes. This is not the answer you are looking for but the reality of it. I focus on Business Intelligence using SQL 2005 and am pretty familiar with what's out there.

One of the reason's we wrote our own tools is that BI done properly focuses on processes. It begins with a strategic overview and then looks at tactics and initiatives to achieve the strategic goals. Finally you deal with operational data that is used to manage daily activities. You'll want to create a hierarchal KPI framework and then allow for drill through to supporting data.
