Well, I think its an awfully flawed plan, but more entertaining than anything else I heard on TV.

You divide the mexican border into 5 juristictions and find a mexican general for each one. Pay the guy $20 million, so in total a $100 million dollar plan (pretty cheap, reltatively), and then for every illegal immigrant or drug shipment we find coming over their part of the border, we dock $25,000 pay.

That's the way I heard it anyway. I think for it to do any good, we'd have to forget about the drugs, because the drug lords pay off the mexican generals anyways.
