Does you config.fpw point to unique directories for each user? Typically, the shortcut points to a unique config.fpw for each user and the config.fpw points to unique directories for each user like so:
target field in tuser9's desktop shortcut=
c:\myprogram\myprogram.exe -cc:\foxpro\tuser9\config.fpw
portion of tuser9's config.fpw:
MVCOUNT=1400
MEMLIMIT=80,1024,1024
EDITWORK=C:\FOXPRO\tuser9\TMP\
PROGWORK=C:\FOXPRO\tuser9\TMP\
SORTWORK=C:\FOXPRO\tuser9\TMP\
RESOURCE=C:\FOXPRO\tuser9\foxuser9.DBF
TMPFILES=C:\FOXPRO\tuser9\TMP\
CODEPAGE=AUTO
>They all share the same config.fpw and there is no BITMAP=OFF in the file. This fix was really meant for "Visual FoxPro 6.0 under Microsoft Terminal Services" which is basically the same as the ICA client from Citrix since it ride on top of the same OS.

>It almost seems that the foxpfix command is meant to do the same thing to a degree.

>FOXPFIX - enable or disable FoxPro Slow Dialog Painting fix
> [/Q] - query current setting
> [/ENABLE] - enable FoxPro Slow Dialog Paint fix
> [/DISABLE] - disable FoxPro Slow Dialog Paint fix
