Does you config.fpw point to unique directories for each user? Typically, the shortcut points to a unique config.fpw for each user and the config.fpw points to unique directories for each user like so:

target field in tuser9's desktop shortcut=

c:\myprogram\myprogram.exe -cc:\foxpro\tuser9\config.fpw
