It isn't just intelligence agencies. Thom Marshall of the Houston Chronicle was trying to compile a list of all the police agencies in the Houston area. Unfortunately I can't find the final list, but it is some insane number, once you count all the federal, state, and local agencies. Surely some consolidation would go a long way to better usage of tax money and more uniform law enforcement.
