Actually I am asking him to clarify his plan. As I see it, his solution seems to be rewarding those who have knowingly broken the law. Perhaps I am misunderstanding, but that seems to be what he is saying. I also do not understand what he expects those who are still coming across the border to do when empoyers tell them they can't hire them.
