I don't know all the details, but there has been a change of ownership, which has probably brought about a change of production staff. From what I have heard and what is apparent when you check the "Contact us" parts of the website, Ragan Communications has sold off their Pinnacle Publishing division to Eli Research.

I'm guessing that the transition to new owners and their decisions about how to merge the production processes have created some problems in getting the current issue out the door, although I'm quite sure that the content was prepared by the authors and editor in a timely fashion.
