>When you say "day laborers have been a constant problem" -- a problem for whom? All those legal citizens who would like nothing better than to pick lettuce 10 hour a day 6 days a week, with no health benefits and no protection of law?
Ain't no lettuce growing in the suburbs of Houston, particularly in my part of town, yet the day laborers come here in droves. It's a problem for the communities that they basically camp out in. Most gather in informal groups on roadsides, even when there are city or charity-run facilities in the area. Litter, public drunkeness, lewd behavior, not to mention the potential threat to their own person by careless drivers, are just some of the results.
