Is a Peer-to-peer network sufficient?

Hi,
A client is running a new application of mine. They are using a peer-to-peer network, with a dedicated Windows 98 system for the file server, with a whopping 96 MB of memory (yep, "My Computer" reports 96 MB)!
Two or 3 users can run my app, but they are having a lot of trouble with the server and obviously need a new system (when a workstation hangs, the file server never detects that the workstation is gone).
The office has 6 users, will never have any more than 6 users, and the (Gov.) office has a limited life span. They don't want to spend a lot of money on a new server and don't want anything complicated.
Would a new, fast Windows XP system, set up as a peer-to-peer network be sufficient for them, or do they need something more?
