I'm not sure I follow your explanation, and Cathy IS THE PERSON to deal with reports. I can't coment on VFP 9 reporting, as I'm still at 7.
However, in the Print When Dialog, have you checked the "Remove line if blank" checkbox? This means that the field is not printed, or allocated space on the report, when it's blank. Set this for all the fields that may be blank.
On the report expression dialog you may have to set Field postion to float for other affected fields above and/or below.
