In the first line of our program I put a wait window SET('RESOURCE',1) and ran the exe from the run command of windows and it shows c:\windows\system32\foxuser.dbf.

>The path to foxuser.dbf when RESOURCE=OFF in the config.fpw is either folder EXE is started from or the value of 'Start In' when EXE starts from a shortcut or other program, id it's specified. Check how EXE is started and make sure that Start In parameter/setting is properly configured.
