I'm trying to figure out where you have checked a box and exactly what you expect to see. There isn't any box that you can check that tells the report writer to start a band on a new page if the entire band does not fit on the page. There is a box to check to tell it to always start on a new page .. or start on a new page if less than xxx inches/centimeters left at the bottom of the page.
