A Google search, restricted specifically to the Wikipedia (en.wikipedia.org), doesn't show up a single result. Note that the Wikipedia is an encyclopedia with 1.1M articles. The article on "Database", while being quite long, mentions several models, but doesn't include the phrase "recycle".

So, I would say, if the term exists, it isn't common knowledge. I think you should say so to the client, and ask them for further clarification.
