I did read the piece in Newsweek about the author's use of the word "containment", and he does say the admin isnt using the word, but then he describes what appears to be a containment strategy. Some wise acre posted the following on a discussion thread about the newsweek article thats a bit ironic:

Let me see if I have this right
The entire Bush foreign policy is based upon the idea that containment isn't working. So we invade Iraq, and after 3.5 years, 2500 dead American soldiers, $500 billion (so far) spent on the wars and a total mess here at home because of it, we have come to the conclusion that containment is in fact the correct policy. Hmmm.
