i don't think that you can ever protect fully against an inside job. as far as i know sql sever can be better protected but what i like about vfp is that not many people know how to use it which means that if the average computer person gets their hands on an mssql db and a vfp one they are less likely to know how to get the data out of the vfp one, at least initially. you can try using encryption on the tables, or backup folders
