Are you running with SET REPORTBEHAVIOR 90?

Are you talking about the difference you see between "Whole Page" zoom mode, and say, 75% zoom? With 1-up page viewing, 75% zoom will show the page on the left of the preview window, whereas "Whole Page" will center the page in the form.

If this is what you are talking about, then this behavior is by design.
