Realize that the users' machines can have different values for windows desktop items like ActiveTitleBar and ActiveWindowBorder which is going to give them a different actual usable area than what you are seeing on your machine.

The best thing to do is make your forms resizeable and the new anchor feature to allow your users to adjust the forms to their machines.
