Have you setup a separate workspace for each user, i.e. so that the users temp work files don't overwrite each other. I know they are supposed to be randomly generated, but occassionaly you get duplicates.
So at login map say a drive T: to \users\user_name and change your config.fpw settings for your temp files to point to drive T: i.e.

tmpfiles = t:\
sortwork = t:\
progwork = t:\
editwork = t:\
resource=t:\foxuser.dbf
