In 1.x default mode was grid layout (which is not suggested). In 2.0 default mode is flow layout. I think you mean that. You can change from layout menu if you really want to do that.
If you switch to grid layout mode (absolute positioning it's called now?) when you drop a control it would jump to upper left corner of page as I remember and you need to dragdrop from there to cell. With flow layout I don't see any problems.
