Tehre're 2 ways to install it:

Dowload and run from vfpoledb.exe http://www.microsoft.com/downloads/details.aspx?FamilyId=E1A87D8F-2D58-491F-A0FA-95A3289C5FD4&displaylang=en

Copy vfpoledb.dll from the ...\Program Files\Common Files\System\Ole DB to the SQL Server PC and register it with regsvr32
